Japan had a huge bike scene. There were rows and rows of bikes lined up in all the busy areas and whole families riding in groups. At first I thought there was some free use bike program (similar to Amsterdam) because none of the bikes were locked. It turns out all of those unlock bikes aren't for everyone to use. People are just honest and don't steal in Japan that no one locks their bikes.
